Roughing the Passer??

QB A16 is back to pass and under a rush by B95. Tackle A77 blocks B95 into the QB A16 about one second after a pass was thrown. Is this roughing the passer???

according to rule 9-5 Art 5d. if contact is made by R being blocked into the kicker or holder then there is no roughing. It would appear the same circumstances would apply for a rusher being blocked into the QB. My answer is no.

Why would this apply to a passer? (cite the rule reference)

One more time......Rule 9-4 Roughing the passer. No defensive player shall CHARGE into the passer who is standing still or fading back, because he is considered out of the play after the pass. B95 did not CHARGE into the Qb he was blocked into him. Therefore, roughing the passer did not occur.

There is no written exception as there is in the Roughing the Kicker section. The intent of the rule is to preclude a cheap shot on the passer for any reason.  The referee needs to determine if the player made every effort to avoid the passer and if he did I think you are correct. A situation that comes to mind is if the defensive player is running by the passer and is hit, knocked off balance, and runs into the passer. It would be difficult in my opinion for the defensive player to avoid contact, so by rule this is roughing the passer ???? I think not.

This is another case of you must see it to make the call.
